In order to strengthen the ex post supervision of certification, accreditation, inspection and testing activities, the General Administration of Market Supervision has recently issued a circular to deploy the national market supervision department to conduct supervision and inspection on the certification bodies, certified enterprises and inspection and testing institutions within its jurisdiction in the basic inspection mode of "double random and one open". Emphasis is laid on the certification agencies that engage in certification activities without approval, engage in certification activities beyond the scope of approval, increase or decrease, or omit the procedures prescribed by the certification rules; those that tamper with data and issue false test data and results, and have violations of laws and regulations, shall be strictly investigated and punished according to law. At the same time, in view of the social reflection of "illegal certification, certificate buying and selling, key certification links go through the stage; certification personnel receive red envelopes, claim unreasonable travel, accommodation expenses; inspection and testing institutions have no qualification certificate testing, beyond the scope of qualification certification testing" and other "certification and testing chaos", special rectification actions are carried out. Timely disclosure of information on illegal cases, centralized publication of a number of certification and detection of typical cases of violations, improve the impact of supervision and deterrence.
Quality certification is a basic system to strengthen quality management and improve market efficiency under market economy conditions. It is also an important grasp to deepen the reform of "release control clothing" and promote the structural reform of supply side. Up to now, there are 470 national certification bodies, 1.75 million valid certification certificates, involving more than 580,000 certification organizations; 36,327 national inspection and testing institutions, with an annual average of 376 million inspection and testing reports issued. The General Administration of Market Supervision will further implement the reform requirement of "release and control uniforms" by strengthening the market supervision of certification and inspection, safeguard fair competition among various market players, and create a good market access environment, competitive environment and consumption environment.
