Fourthly, we will accelerate the development of new quality services such as metrology and testing, standardization services, inspection and testing certification services, and actively promote the construction of national industrial metrology and testing centers, national technological standards innovation bases, National Metrology science and technology innovation bases, national inspection and testing high-tech service agglomeration areas and demonstration areas.
Fifth, optimize the development environment of inspection, inspection and certification industry. We will improve market-oriented operation and policy guarantee mechanisms, break monopolies in departments and industries, and promote mutual recognition and universality of certification results. We will encourage the formation of an integrated inspection, testing and certification Alliance for industry, University and research, promote the deep integration of inspection, testing and certification with industrial economy, and enhance the support and service capabilities for key industries.
Sixth, we should strengthen the planning, construction and dynamic management of the National Quality Inspection Center and the National Key Laboratories for Inspection.

Actively promote international advanced quality management standards and methods, adopt national standards, group standards and enterprise standards to meet market and innovation needs, carry out high-end quality certification, promote alliance certification forms, and improve the "toolbox" for conformity assessment. Establish and improve the traceability mechanism of the whole process of quality certification, implement the system of public commitment and information publicity of the practitioners, and establish the mechanism of punishment for dishonesty, permanent withdrawal and life-long prohibition.
